What Is MC Authority?

MC authority—often called operating authority—is FMCSA's grant of permission for certain for-hire motor carrier operations, especially across state lines. It is not the same as a USDOT number, and having one without the other leaves you incomplete.

What MC authority actually authorizes

An MC number represents a category of federal operating authority. Common types include motor carrier of property (for-hire freight), passenger carriers, household goods movers, and brokers. The authority type on your FMCSA record must match how you actually haul or arrange freight.

Private carriers moving their own goods may not need MC authority even when they need a USDOT number. The line between private and for-hire is where many new Ohio owner-operators get audited.

MC authority vs. USDOT number

Your USDOT number is the safety profile identifier. MC authority is the business permission layer for compensated interstate carriage in qualifying cases. Brokers obtain MC authority too, but with different insurance and bond rules than asset-based carriers.

Shippers and brokers verify both through FMCSA's Licensing & Insurance system before signing carrier packets.

What you need before MC authority goes active

  • Completed FMCSA authority application (URS)
  • BOC-3 process agents filed — see our BOC-3 guide
  • Insurance filings (BMC-91/91X or applicable forms) meeting current minimums
  • Possible protest period after application publication
  • UCR registration in applicable years after activation

Timeline and cost expectations

FMCSA charges application fees published on its fee schedule—verify there rather than trusting outdated forum posts. Insurance, process agents, and UCR are additional costs. Activation commonly takes weeks when paperwork is clean; gaps in BOC-3 or insurance filings are the usual delay.

Frequently asked questions

Do all truckers need MC authority?
No. Private carriers and some intrastate operations may not. For-hire interstate freight typically does.
Is MC the same as a DOT number?
No. Review our USDOT vs MC authority comparison guide for side-by-side differences.
Can I get MC authority as a sole proprietor?
Yes, though many carriers form an LLC first for liability and banking separation.
What is an MX or FF number?
These relate to Mexico-domiciled or freight forwarder authority types—separate from standard interstate MC motor carrier authority.
How do I check if my MC is active?
Use FMCSA Licensing & Insurance and SAFER Company Snapshot with your MC or USDOT number.
Can authority be revoked?
Yes—insurance lapses, failed audits, or safety violations can lead to revocation. Reinstatement requires fixing root causes and refiling.
